RGAA 5 is not published. EN 301 549 V4.1.1 exists, and is not cited in the OJEU.

Where RGAA 5 stands

RGAA 4.1.2 (opens in new tab) (France's accessibility referential) is the one in force. Version 5 (opens in new tab), announced by the DINUM (French state digital-services agency) on 4 March 2026 and aligned on WCAG 2.2, is being drafted, with publication expected end 2026 — it is not published (checked 7 September 2026). Work already under way on the 4.1.2 basis keeps its relevance and does not have to be paused in the meantime. Per the DINUM announcement, a déclaration d'accessibilité (accessibility statement) drawn up before RGAA 5 is published remains valid for eighteen months.

What ETSI published on 24 August 2026

ETSI adopted on 24 August 2026 and published the standard EN 301 549 V4.1.1 (2026-09) (opens in new tab), which carries the label “Harmonised European Standard”. That label is an ETSI document type; it is not a citation in the Official Journal of the European Union. The document sets its own deadlines: announcement at national level by 30 November 2026, publication or endorsement by 31 May 2027, withdrawal of conflicting national standards by 31 May 2028.

Its own text makes the presumption of conformity conditional on something that has not happened: “Once the present document is cited in the Official Journal of the European Union … compliance … confers … a presumption of conformity”. The citation in the OJEU has not taken place. The text cited remains v3.2.1 (opens in new tab) (decision 32021D1339, 18 August 2021), and that is what the REFERENTIAL header of my deliverables names.

The thing to watch

The V4.1.1 presumption clause points to Directive (EU) 2019/882, while the v3.2.1 citation sits under Directive (EU) 2016/2102 — two distinct instruments. I flag it because that is where the next confusion will lodge, not because I draw a conclusion from it: I draw none. What is dated here is the state of the texts on 7 September 2026.
